The rule calls for forcible contact to the head/neck of a defenseless receiver.

He hits the head of the receiver, and I don't think you can realistically claim that the receiver was not defenseless if you watch it full speed.

I think an ejection is a crazy penalty for this type of hit, but it literally is targeting by rule.
