These are the CFP rankings. So they may be looking at the playoff to see where teams fall. If they base the rankings off of that, it would stand to reason that the top 4 ranked teams would be the projected top 4 seeds.

Yep. They rank the teams. And the 4 highest ranked conference champs get the top
