It's the dumbest rule in all of sports. The only justification is to make
The offense control the ball and not just take chances at diving across the goalline with no regard for holding on to the ball
But to give the ball to the other team at the 20 is absurd. Put the ball on the 10, but there's no reason to give the ball to the defense. Stupid.
