Clubs from small towns don't have the money or resources to maintain status in a higher league. What often happens is they borrow money in an attempt to stay and when it isn't enough to keep roster poachers away, pay contractors for major improvements on facilities and draw large enough endorsements you see a club back to the lower divisions only now they are in debt up to their eyeballs.
