It does apply after the 3-way tiebreaker is used to determine who finishes 1st.
It then becomes a 2-way tiebreaker for 2nd place, between BYU and the other team.
If it's KSU, we win because of head-to-head.
If it's ISU, we win because we have a better record against the best common opponent (KSU).
