Big promotions are not a guaranteed someone will leave. It’s not binary.
There is a lot more to it then just more money. If Fesi is motivated by that then he will leave.
Money is not always the reason people stay. It certainly is a big factor but I have turned down jobs for way more money because it didn’t make sense to do so.
