Isn't his knee on the ground for essentially every kick?
I don't know but it seems like there must be a special rule for kicks.
I mean. By definition the ball is touching the ground for the kick, which normally would be "he's down" right?

Knee on the ground for holders is legal. If he had lifted his knee off the ground then put it back down the play is dead
