People showed up because it was Star Wars, but I think The Last Jedi broke the main storyline brand and Rise of Skywalker did nothing to dissuade people about that. The Box Office reflects that. I assume Lucasfilm/Disney wasn't confident they'd make money on more films they were spending 300M+ to produce and market.
