That's not how it works. Yes Vegas does pay for info. But for them to move the
Line, the info would eventually have to get out to the public and affect how the public bets.
So if the public has no idea about anything, they will not change their betting profile.
Vegas will move the line proactively if they know the public will adjust to that new line shortly as information leaks out.
