As others have said, Nebraska, and probably Boise St. and Tennessee in recent
years, most likely had similar or worse odds to win. Going back further, clearly the Miracle Bowl, and maybe a couple of utah games. These are the ones that come to mind.
Going the other way, that 99-yard TD drive by Air Force in the final minute in 1982, plus the 2-point conversion to win 39-38, was the highest BYU win probability that I can remember them blowing. I still can't believe Air Force won that game. In Provo, even.
