The reality is - no one even knows how often signs were stolen.
Accusations were made that Utah was stealing signs. But no one presented evidence that they were doing anything illegal or anything they shouldn't have been doing (unlike the kid from Michigan).

KW essentially said "If you aren't trying, you are dumb. And if you aren't trying to made it difficult, you are even dumber."

But no one knows how many signs they actually figured out, if they figured out signs from some teams but not others, how much it actually helped them based on what they were able to get, etc. Was it certain plays? Was it all of the other team's plays?

Does anyone else remember how the Cotton Bowl ended, with an Omar Morgan pick. And that as Kansas State lined up for the play in which he would intercept the pass, he heard the call, recognized it from earlier in the game, and told the players around him what play was coming. Essentially, he stole the signs for that play - in game - and it helped him make a play on the ball. All teams and all players should be trying to do that.

I just don't think stealing signs explains all that much with regard to Utah's fall. Their defense is still playing well - the offense is what is failing them.
