I believe that it is not illegal to look at the other team holding up signs with pictures of KFC and Gandalf and say "Oh, it's a QB keeper".

Now, if Whitt was sending people to opponents' games and having them record signage, that is obviously not allowed. But just looking at the signs that are being held up and inferring play calls is not against the rules. This is not some "unspoken rule".
