They’re really not. They’re based on how historical situations have played out.
The translation is that of 1000 games, only 8 times would a team win in a statically similar situation. My intuition tells me that’s about the right number.

Even the scenario faced when the touchdown pass play happened has likely had an historically low rate of success.

If that’s not the case, why were ALL of us saying, “What just happened?” Each of us blown away. Before the touchdown pass, most of us knew things were looking mighty bleak.
