From someone I talked to, that is their minimum goal for the big rides at peak time.
One hour wait per ride. They want each of the most popular rides AKA "experiences" to have a similar cadence so you get used to the long wait and won't be angry after waiting three hours in the Indiana Jones ride due to mechanical failures or other issues that slowed the ride down.
