Double check to make sure ALL cables are connected to the MB. I’ve seen where
the CPU power cable to the MB was not fully connected (and even forgotten-because it was somewhat hidden by the case design).

MB could be getting power (blinking lights) but if CPU isn’t getting power.

CPU fan could also be screwed in too tightly or lose, probably best to re set it

Low hanging fruit - Re-seat the ram, unplug and plug the cpu power back in on the motherboard.

If its a CPU error, I bet the cpu power (the one closest to the cpu socket) came loose.

I had him check for a voltage switch first thing. It didn't have one. I didn't think about the RAM slots,
