I will just say this. Depends on the job but if they give you a pay range
and its not in your range than you would be wasting everyone's time to say that it is. You can always say, "Is that negotiable?" though some people are turned off by that because they may see future issues keeping you in that role if you are already looking for more. If they say it is negotiable within the range it is but they are not looking to go above it than just be honest.

If the job is upper management or highly specialized than you may have some wiggle room even then but you will have to knock them out of the water to break their range. If the job is a food server than just forget about it. Doubt they are breaking their range when they would have to explain the pay to all the other employees in the same job.
