Did I fix the AP top 25? Hear me out. HEAR ME OUT.
Here is my AP top 25, and yes, I know I have some explaining to do:

1 Penn State
2 Oregon
3 BYU
4 Iowa State
5 Pittsburgh
6 Texas
7 Clemson
8 Miami
9 Arizona State
10 Notre Dame
11 Indiana
12 Georgia
13 LSU
14 Ohio State
15 SMU
16 Tennessee
17 Georgia Tech
18 Alabama
19 Duke
20 Illinois
21 Nebraska
22 Syracuse
23 Texas A&M
24 Ole Miss
25 Boise State

First off, I took off all preseason bias, but I DID insert a classification bias. (Notice how I didn't say conference bias?)

Here are the classifications:
P5 and Notre Dame- Tier 1
G5 and FBS Independent Tier 2
FCS Tier 3
Everyone else - Tier 4

If you win a game, you are assigned your index points = (Max index +1) - Opponents index
If you lose, points = -(opponents tier index)

Explanation:

Winning against a higher-ranked team (lower opponent index) yields more points.
Winning against a lower-ranked team yields fewer points.
Losing to a lower-ranked team results in a greater penalty.
Losing to a higher-ranked team results in a smaller penalty.
Given that the maximum index is 4, the formula simplifies to:

For a win: Points=5−Opponent’s Index
For a Loss: Points=−(Opponent’s Index)

So, I've taken the entire schedule for all of the football teams to date, assigned their points totals and got this, and these are the top 25 teams:

Penn State 22
Oregon 21
BYU 20
Iowa State 20
Pittsburgh 20
Texas 19
Clemson 18
Miami 18
Arizona State 17
Notre Dame 17
Indiana 17
Georgia 16
LSU 16
Ohio State 16
SMU 16
Tennessee 16
Georgia Tech 15
Alabama 15
Duke 15
Illinois 15
Nebraska 15
Syracuse 15
Texas A&M 15
Ole Miss 14
Boise State 14

No preseason bias, no SEC bias, but there is a classification bias.
