They are non-transferable, but students will just meet up in person and download
the ticket onto the buyer's phone with their account.
If someone claims a ticket and can't attend, they're supposed to return the ticket back to BYU or else they get penalized. But when it still gets used (even by another student), BYU can't track that, as far as I know
