Delta came up with the Basic Economy idea years ago - the idea of offering a seat with no other amenities, like carry on bags, seat selection, elite qualification, earning miles, having seats together, in-flight services, priority check in, etc. This, of course, only resulted in regular economy tickets getting more expensive to include all of the amenities.
It looks like they are considering Basic Business class tickets now. It would be a similar concept - you pay a cheaper price for the business class seat, and you don't get any of the amenities that come along with it without paying extra. There are a lot of amenities with a premium cabin ticket - concierge check-in, lounge access, free checked bags, catered meals, priority bag handling, unlimited snacks and drinks, hot towel, warmed nuts, etc. The devil will be in the details about what is included and what isn't, but it would be a shame to start getting nickel-and-dimed for all of those amenities for a premium cabin seat.
