It is sort of like instant replay but for some reason seems to be much faster and they actually show the replay on the scoreboard and the on field head ref conversation with the booth is broadcast so everyone can hear it. This means everyone hears the rationale for the call being confirmed or overturned.
Refs also have to earn the right to ref the big matches and not refs can be from the countries playing in International matches.
