A properly built wood frame is often more than adequate.
I live in Northern FL. Hurricanes can tear apart one house while leaving another a few feet away untouched.
But yes, an all concrete of course rebar wire mesh building is better for pure storm resistance but you trade away a lot of features that can only be done with traditional materials
