There's absolutely no reason to have your QB3 active on game day.
The only way your QB3 is getting in the game is if both QB1 and QB2 get injured and if that happens the emergency QB3 rule then allows you to bring him in.
Wouldn't be smart at all to waste one of your 48 active spots on a QB3 when the emergency QB3 rule lets you play him if needed.
