Is the Penn State football program less responsible for the atmosphere allowing abuse and its cover-up than I think, or Alternatively, have they properly paid the penalty?

I currently think (a) No, and (b) No. I can't help but think that a smaller, less powerful football program would have been shuttered. But perhaps I am unfair, and I am willing to have my position changed.
