Eyeballs. They specifically did it in the PAC12 for the U when they beat Oregon twice. They didn’t drop Oregon much when they first lost to Utah. Then when they lost the second time, they swung it big time and ranked Utah really high to make it to high ranked teams in the rose bowl. It happens all the time. This is why they do preseason rankings so tv can market the match ups even though they are guessing at that point
