Disney is the best. The others are ship dependent.
Disney is probably the best for that age group, but it’s really expensive. I thought it was worth it when we went, but it’s literally twice as expensive as the cheapest cruises. If you go the Disney route, book through Costco as they will give you a sizable gift card and it doesn’t cost any extra. We got $500 back by booking through Costco and got the same room at the same rate as our family members who booked directly with Disney.

Carnival and Royal Caribbean are the two other largest cruise lines. Neither is inherently better than the other, but there are large differences in quality depending on the ship you take. With some research you can see what “class” of ship is being offered and what ratings that ship has received by third party reviews.
