The contact occurred while the ball was in the air so it would have been PI not holding if it had been illegal. In this case, because the ball was intercepted before it got to the receiver, I don't think there was even a consideration of interference here. NCAA doesn't take that principle quite as far as the NFL might but a flag behind the interception for PI would still be looked at very sideways.
