Museums at BYU don't receive funds from the church/university - they are required to be self-sustaining, which means that for a bigger, nicer museum, some dean has to make it a priority and go out and round up some donors who will not only pay for the building, but create a fund that will generate enough income each year to cover building and staff expenses in perpetuity. Will + $$$ = new museum.
