Why are some franchises perpetual losers when the rules are the same for everybody?

Is it stupidity? Ineptitude? Greed?

Is it players? Coaches? Management? Owners?

I would like to know exactly why the Jets have been so bad for so long. Why do they keep hiring bad coaches? Why do they keep drafting bad players? Why do they continually fail even when they have fan support, limitless resources, and the world's largest TV market?
