What I was trying to say is that it seems to me that Hoid could cause a lot of chaos if he wanted to but it doesn't seems like that's not his purpose.

Also there's a popular theory that some or maybe a lot of Hoid's plans are related to trying to bring someone back from the dead?

Could be totally wrong but I see Hoid more as a preserver than as someone that's trying to cause a lot of chaos.
