Explain what you mean by a poverty program . To me that means a team that has little resources and almost always loses.
If you mean a team that doesn't have a consistently dominant winning program in the upper tier of CFB, I guess I see your point. OP said loser, you said poverty, which seemed overly harsh in referring to Baylor. In 2021, they sure had a more succesful season than we've had in 25+ years, so I guess we've kinda been poverty stricken too
