Could NCAA counter this by removing the redshirt rule? No more redshirts, just X
numbers of years of eligibility, and then once you start you've lost the incentive to quit mid-season?

That's why teams have 85 player rosters. Players that quit would be hard pressed to find a better spot if they find one
