The school technically can't promise nor issue a contract, as that would be them paying the athlete which they are currently not allowed to do. It's being done as described. Sign with us and then we'll get you that NIL contract for $X.

His OC made him a promise. His OC broke that promise. No reason to continue playing for that OC.
