I wouldn't think so given their lack of moves this offseason. They have a few
young pieces that they of course are trying to develop, but their lack of making moves to become a competitor this off-season signals to me that they don't think they are in a place yet to compete and are happy to stay in "development/rebuilding" mode again this season.
