It was reportedly bad and widespread enough by all accounts that it clearly merited the death penalty for the entire AD, as I recall it, but it's been a few years and my memory isn't so great. The corruption was high up, maybe all the way up to the university level, I don't recall, but cooperation outside the AD was required to pull it off. It ran deep.
