If you took all preseason prognostications out of the picture and solely ranked teams based on both who they beat and how good they looked in those games then Nebraska would be at least top 20 and possibly top 10. If only factoring wins and losses relative to SOS and absolutely nothing else they would at least be in the discussion of being ranked though probably just outside.
