In other words they wanted to know he had his learners and he was "driving" with one of us, but I was not charged to have him on the insurance.

Now, when he turned 16 and he got his official license I had to start paying.

You may have to exclude them as drivers. But some won’t let you do that if the

I think it depends on the state. In Idaho you can’t insure someone on a learners

Since you are in the car with them when they drive, kids with learner permits are covered by your policy.

Depending on where you live, but you legally can't add a permitted child in Utah. You must add them if they are licensed
