If she’s on Medicaid and that’s why they need her to go out of state it still won’t work since Medicaid is by state but regulated federal so another state won’t make the decision. Also there’s different POA varieties. Financial. Decision. Etc. Poa vs guardian is also different and guardians can often make big decisions poa can’t until there’s no other options. There’s plenty of ways to attack it and even if poa has power APS can be called if you suspect they’re abusing her or taking advantage of her finances and they can intervene n the interests of the grandma.
