Zach is on the 53 man. Of the 53, only 48 are active on game day, and the team
identifies those 48 every week. Of the 5 remaining, the team may choose to designate one of them as their emergency QB3.
That said, there has never been any action nor word from Sean Payton to indicate that Zach is anything but 3rd on the depth chart right now. If they bench Nix, Stidham is the next man up.
