wanted BYU Pathway for all of its citizens (this was after a presentation about BYU-Pathway and its benefits). We could have done provided that for them, but our main concern and the reason why is because too many people would get baptized from it, and we didn't have the wards built up enough to handle those converts.

BYU-Pathway is a great missionary tool! They allow a certain % of non-members participate and a certain % of those join the church after taking the required religion classes.
