think Tom Brady admitted in his Netflix special that he (his side) deflated the footballs. But I think he was just saying if they were going to waste $20 million dollars in an investigation, they could have just given the $$ to him and he would have told them (what they wanted to hear) that he did it. I think it was a swipe at Roger Goodell more than admitting that he did it.

Also, the PSI of footballs does not have to be exact, there is a range that is allowed and Tom has said before that he always liked keeping the footballs at the lowest range of allowed psi. So they would adjust for that if needed.

If the fballs are then taken outside onto a freezing cold field, the ball can become even more flat and dip below that allowed psi. The footballs in that Colts game were reinflated at halftime and he threw just as good if not better.
