A defenseless player is targeting. There are two rules. One is if you use the crown of the helmet and the guy doesn’t have to be defenseless for that one. The other is if the guy is defenseless and it doesn’t matter what body part you use if you hit the head and neck area. The rules are 9-1-3 and 9-1-4.
