The top picture has all the components of a strut, which is when the spring and shock are combined into a single component. Struts, especially on sedans, also often take the place of an upper control arm, thereby becoming more of a structural component of the vehicle.
But those puny springs...
Makes me believe they're intended for direct replacement of a shock to supplement the springs already on the vehicle. Seems like you might want to use those to increase payload capacity, or increase the ability to hit large bumps/obstacles while off roading without bottoming out.
