You don't need a tax attorney. You need an estate/trust litigation attorney
If what your friend said is true, then the sister probably breached her fiduciary duties as trustee or personal representative to engage in self-dealing. It's not a tax issue. It's an issue of the person handling the estate having a duty to treat all beneficiaries fairly and in good faith.
