It obviously isn’t sorted automatically based on objective criteria.
It’s like the TV networks always listing Tiger Woods first among players he’s tied with, while everyone else was listed by how many holes they’d completed in the round. Furrylong thinks he should put Utah on top to get more eyeballs. Only he looks stupid (and uneducated) doing it.
