Interceptions need to be looked at based on the era.
There is definitely much more of an emphasis placed on NOT throwing interceptions now than there was in the 80's and 90's. Around 2003 the emphasis changed to more ball protection:

1988 Boomer Esiason 28 TD 14 INT
1989 Joe Montana 26 TD 8 INT
1990 Joe Montana 26 TD 16 INT
1991 Jim Kelly TD 17 INT

2020 Aaron Rogers 48 TD 5 INT
2021 Aaron Rogers 37 TD 4 INT
2022 Patrick Mahomes 41 TD 12 INT
2023 Lamar Jackson 24 TD 7 INT

1990 Detmer Heisman year 41 TD 28 INTs

Since 2003 only 1 Heisman winning QB has been double digit in Interceptions (Winston had 10 in 2013)

Prior to 2003, double digit INTs were common among Heisman winning QBs.
