If ND gets into the playoffs, it means they will probably be 11-1 or 10-2. These will be the teams they faced to get there, and gone no worse than 4-1.

If Utah gets there, they might be 12-1 or possibly even 11-2 with a conference title game win. In other words, losing at Oklahoma State, beating the weaker teams on their schedule, holding off Arizona at home, and then winning a conference title game is enough to get them in, and they might even be allowed a second stumble, depending on what else happens in conference play.

Iowa State or Arizona State may end up being ranked down the road when Utah faces them, but right now that schedule looks like it's practically handing Utah a playoff birth if they're roughly as good as people think they are.

Notre Dame would clearly have the better resume, and if Oregon or Alabama get in, they will have absolutely won some impressive victories to get there.
