Let's not forget, in Sept 2019 he said Starship would do an orbital test flight within 6 months. . . And Claimed People would be going in flights in 2020. In 2020 Elon stated we would send 2 cargo ships to Mars in 2022, and 4 ships, 2 with people in them in 2024.

Elon promises a lot of stuff, he also has delivered a lot of really great stuff. But he doesn't deliver more often than he does deliver on his promises.
