My son once bought a Toyota truck that had 20K+ miles. It had been stored for
several years. He thought it would be good that it was not used. In this specific case, it wasn't. If those 28K miles are with the car being used now and then, then I'd say go for it. If it's simply not been used and sat for several years, from my experience, that is not good for a vehicle and he incurred a lot of expense replacing parts of the car that apparently don't do well sitting around.

I'd be worried too that the mileage is correct.
