JR wasn't great last year, but if he is the starter, I think we will definitely see an improved JR. He should have a much better grasp of the offense and a lot of experience playing with the 1s. Doesn't mean he will be all-american, but maybe he can be a mid-tier QB, instead of a bottom tier one. Point still stands that we could still be in a world of hurt if JR hasn't improved much and GB still isn't very good and not good enough to beat a below average QB.
