Not true. I hadn't lifted in over a year. To test your theory I just went down
to my basement (I have an olympic setup) and cold repped 225 x 10 without breaking a sweat - ok, maybe I broke a sweat and had to push that last rep, but it wasn't overly difficult. I'm 46 years old and have not worked out consistently since I tore my pec 7 years ago. I didn't have surgery on it but still plenty strong. I will occasionally (maybe once per year) go about 6-12ish weeks where I will lift 2x per week. That has been enough to maintain most of my strength. No way I can do what I did in my early 30s, but your statement is too general.
